Cooperative Arrangement for the Research Framework of the Joint Research Centre of European Commission and Chinese Research Academy of Environmental Sciences
Vehicle Emission Control Centre (VECC) of the Chinese Research Academy of Environmental Sciences (CRAES) and Joint Research Centre (JRC) of European Commission had a long tradition of exchange. In 2016, VECC signed a Memorandum of Understanding (MOU) with JRC, and agreed to cooperate on transportation emission control and emission standard evaluation through personnel exchange and technical exchange training. In June, 2017, CRAES and JRC signed the Cooperative Arrangement for the Research Framework of the Joint Research Centre of European Commission and Chinese Research Academy of Environmental Sciences , which included the MOU between VECC and JRC.
According to the MOU, VECC and JRC will hold workshop in turn. The1st Sino-EU Workshop on Vehicle Emissions Standards was held in Beijing in 2017, and the 2nd Sino-EU Workshop on New Emissions Standards for Motor Vehicles was held in Belgium in 2018. VECC delegation participated in the bilateral technical seminar in JRC headquarter in Italy after the 2nd Workshop. By organizing international workshops and personnel exchange in turn, VECC and JRC fully exchanged on motor vehicle emission standards, policies, regulations and management experience in China and Europe, and further developed new methodologies on coordination and standardization of laws and regulations, and laboratory activities, achieving a win-win situation.
Based on the agreement of the bilateral technical seminar, VECC invited JRC Real Driving Emissions (RDE) test research and development working group to China to participate in RDE road tests and other related research in Xiamen, Suzhou and Beijing in 2018. The cooperative road test supported China’s improvement on RDE-related technical regulations, further strengthened the exchange and cooperation between China and the EU in RDE research, and carried out comparison and verification on requirements for RDE and bench testing under different conditions in cities of China and the EU.
In the future, VECC will consistently carry out workshops with JRC, discussing research methodologies and the latest research progress of related fields and formulating related work progress reports.

As the Commission's in-house science service, the Joint Research Centre's mission is to provide EU policies with independent, evidence-based scientific and technical support throughout the whole policy cycle. Working in close cooperation with policy Directorates-General, the JRC addresses key societal challenges while stimulating innovation through developing new methods, tools and standards, and sharing its know-how with the Member States, the scientific community and international partners.
